Incorporated in 1818, Cairo (pronounced Kay-ro) is the southernmost city in Illinois, located behind levees at the confluence of the Mississippi and Ohio Rivers. The city flourished in the early part of the 20th century, with its population peaking at more than 15,000. A long decline ensued after the Great Depression, with only 25% of the peak population still residing here by 2000.
