Hays was founded in 1867 near Fort Hays, an important outpost of the United States Army from 1865 to1889. Its early history typified that of the "Wild West," home to saloons and such legends as Wild Bill Hickock and George Custer. The community quieted down as the frontier moved farther west in th 1870s. After 1876 it became the home of several hundred German refugees from the Volga region of Russia, ancestors of about 45% of the current population.
